The Use of EU Funds in the Towns of Třeboň and Bechyně

The regional policy of the European Union or the cohesion policy is the second most important policy of the Europe-an Union according to expenditure of the EU budget. In the 2007-2013 programming period, regional policy was realized through the Structural Funds and the Cohesion Fund of the EU. The bachelor's thesis focuses on the descrip-tion of the cohesion policy of the EU as well as the implementation of this policy in the Czech Republic in the last seven-year programming period (2007-2013). The aim of the bachelor thesis is to compare the use of EU funds in the 2007-2013 programming period. For comparison, two spa towns in South Bohemia are used - the town of Třeboň and the town of Bechyně and the attention is paid to support of tourism there. In conclusion, the obtained data are supplemented by interviews with representatives of local government.
Spatial Pattern of Subsidies from the Structural Funds: The Case of Czech Municipalities

The thesis aims to uncover spatial patterns of subsidies from the European Union funds while focusing on the 2007-2013 programming period in the Czech Republic. We take into account demographic, economic and political charac- teristics of municipalities with the extended power to determine their relevance on the size of the obtained subsidy. Furthermore, subsidies may be clustered in the space due to some common regional characteristics that cannot be easily measured, or due to cooperation/competitiveness of the municipalities. Our results from the models estimated by the Ordinary Least Squares sug- gest that municipality's population, the number of businesses, the debt of pre- vious periods, and the mayor's affiliation to the political party are significant in explaining the size of the subsidy. Based on following tests, Moran's I and Lagrange Multiplier test, we incorporate the spatial models estimated by the Maximum Likelihood Estimator. We find that the subsidies managed by the regional council disperse across the given region, indicating a hidden common characteristic or regional council's endogenous interventions. ODRÁŽKOVÁ, Š., Ex-post evaluation of the project Decrease energy performance of MŠ and ZŠ Měnín. Bachelor thesis. Brno, 2014. The aim of this bachelor thesis is to verify the effectiveness of public resources invested in the selected project through ex-post evaluation. The bachelor thesis is divided into two parts. The first one, the literature review, is focused at clarifying the concept of evaluation, the characteristic of the project and the project cycle, regional and structural policy of the EU and its application in the Czech Republic in the programming period 2007-2013. Furthermore, this part deals with the characteristic of the State Environmental Fund and the budget of the municipality. The second application part presents community Měnín as authority of the selected project and briefly describes the project itself. The description is followed by the presentation of results of methods ex-post evaluation (logical framework matrix, questionnaire survey and CEA analysis). The conclusion of the bachelor thesis contains the author's recommendations for community leadership to increase the effectiveness of the implementation of similar projects.

Comparisson of legal frameworks for cohesion policy within the current and next programming period

The aim of this bachelor thesis is to provide the reader with basics of the legislative framework of the cohesion policy of the European union within the current programming period 2007-2014. The emphasis is put on the implementation of the cohesion policy on the national level. The thesis should acquaint the reader with bodies and procedures, which have been set by the Comission towards transparent execution of the policy. The second part of this thesis deals with the main differences and changes the Comission proposed in proposals of the Cohesion policy regulations. Finally, the last part deals with the revenue-generating projects and will define the main changes in the methodology. For purposes of this thesis was chosen the priority axis "The Improvement of Water Management Infrastructure and Reduction of Flood Risks".
